Biography
Oscar Cobinez never knew there was life outside of being a vato in the streets of East LA. His was a culture of being tough, mean and making a name for yourself among Los Hermanos Duros. You had to be hard to run with The Brothers and Oscar did his part in many shakedowns, robberies and turf wars to prove that he was.
When his family had him go live with his aunt in Paragon City, he felt foolish and out of place. All the heroes and their wondrous powers made him feel small; their brave deeds contrasting his selfish and shallow goals. When his aunt's life was threatened one day and he did nothing while heroes rushed in to help, he knew something was wrong. He needed to change.
But what could he do? All his life he thought he was just a dumb banger but when he noticed the same pattern of destruction that Outcast and Hellion gangers were up to in his new neighborhood, he did the one thing he knew how to do - he proved to them how hard he could be.
He showed them he could fight.

Personality
Given his background, Oscar is constantly playing the part of the tough guy. Living in a city of heroes makes that kind of hard when the next guy is often much tougher by an inhuman factor but he'll never make mention of that difficulty. Though he won't readily admit it, all these powers running around still leaves him feeling inferior and intimidated. Using bluster and misplaced bravado to hide these insecurities, Oscar winds up coming off as impetuous and will rush into battle half-cocked. He does this not only because he feels like he has something to prove (to himself and to others), but also because he has a lot to make up for. He's trying to be good now, but for this former gangbanger that means dealing with all the guilt that entails.

Growing up on the mean streets of East LA and running with the gangs, Oscar has picked up those skills that allow him to hold his own in a fight, remaining agile and quick in the middle of a fray yet still being able to deliver a solid pummeling with practiced ease. In particular, his experience causing trouble with his crew as left him rather adept at riling his opponents and garnering their attention by calling them out and insulting them in Spanish.

This character was an experiment.
I wanted to see if I could run a hero to 50 who wasn't a superhero. Just, ya know, some guy. I've always been of the belief that powers don't make the hero and that, being a natural-origin character, I wanted to see if he could be an all-natural origin hero to the best of my ability. For me, this meant no travel powers whatsoever, no tights, no capes and no auras. Having made this guy before Willpower was available, I deliberately selected those capabilities that weren't too special effectsy or showy as I wanted this guy's prowess to come from training and not some x-gene, radioactive spider bite or exposure to some rather convenient (and coincidentally non-lethal) cosmic rays.
Needless to say, I've learned a lot about running through The City as that was his primary way of getting around (he does not belong to a supergroup and consequently has never had access to teleporter bays) and he has amassed quite a few temp powers in the process. I am proud to say that, at 50, he still has both his Raptor Pack and Zero-G Pack. They may only have a couple minutes of charge left on them but still.
