This is getting ridiculous.
How many hardsuits were there in Steel Canyon? Mark tells me that that Freakshow raid on our R&D facility last year is turning up even more missing tech. It's taken some papertrail sniffing to figure out what went taken but it looks like not only did the Cyclonus and Caduceus Exoframe armors go missing, but there are still more we can't locate.
In particular, the prototype exosuit we were going to introduce at the Q2 Heavy Industries Expo - BUILDER 0.8 (Bodyframe Used In Landscape Development, Excavation and Repair) - is gone. This was S-Division's pet project and they feel like we don't care enough about this. So they're now looking at our budget, Jon.
Fix this.

Affiliations
Project BUILDER is a member of the Crimson Omni-Gods supergroup on the Justice server. Ostensibly, being Crey tech, Project BUILDER has ties with Crey Industries and their S-Division.
Personality
Little is known about Project BUILDER's current pilot. Is he the person responsible for the theft of the prototype from the R&D facility it originated from? Or is he simply someone who found the hardsuit after it had been discarded by the Freakshow? Or it could be a competitor who was also presenting at the Heavy Industries Expo, desperate to get the tech out of the hands of Crey to make his entry look all the better?
If the latter is the case, why is it not simply destroyed instead of doing good around the city?

As safety is the number one concern in the construction and excavation industries, the bodyframe that comprises the Project BUILDER hardsuit is made to endure no small amount of punishment in development sites, ensuring the physical welfare of their pilots (presumably construction workers).
Machine-Assisted Somatics
Operating the Project BUILDER exo frame effectively multiplies its pilot's strength ten-fold, allowing them to lift many times their normal weight allowance and effectively enabling them to rip pavement from the ground without the use of any other tools. Additionally, the bodyframe supplants its user's effective land speed by a factor of at least ten, as well.
